Laws and Rights
The world of Tear includes hundreds of autonomous city states, nation states, and other social organizations that have the power to make and enforce laws, and to grant and protect rights under those laws. How those laws are codified and enforces differs significantly from state to state. Some states are more socially, economically, and culturally liberal, while others are more authoritarian.
Without an exhaustive list of the rights and freedoms, laws, legal structures and procedures that exist for each state it is up to the Director to determine the specifics of the law as needed any time it becomes relevant during play. This section provides a general overview of how laws, law enforcement, trials, and crime and punishment generally work across Tear.
Here, the powers of any given state to enforce the law are broadly defined, as are the rights of persons who may be impacted by illegal actions. Crimes and punishments are categorized and ranked by severity to aid the Director in determining how state law enforcement might react to a given crime, and what the consequences of a given action might be.
