Penal Workers
Penal workers are a category of person who have been stripped of their rights and status and sentenced to indentured servitute for a fixed term. Slavery and explicit ownership of persons is illegal everywhere on Tear, but indentured servitude legally compels individuals to work under the command of the person or organization they are indentured to in exchange for only the barest essentials for terms up to a maximum of 5 Life Cycles. Crimes meriting punishment worse than this lead to a sentence of death. Ironically, because they are wards of the state or of an organization, they actually have more rights than do outsiders.
