Intelligence Agencies tend to be smaller Organizations, often embedded as covert divisions within other Organizations; particularly those of a military and religous nature. Intelligence Agencies are always secret, and even if you're rolling a 21C to join such an Organization, your character actually thinks they are joining some other Organization.
